2021 pre-season tournament - Rules and Procedures

[Update 09/06/2021: Ahead of tonight's kick-off, we would like to draw everyone's attention to Rule 4, permitting roll-on/ roll-off substitutions and Rule 7, which directs that a penalty shootout must take place after each drawn game, with the winner of the shootout being awarded an extra point in the Group competition (so the shootout winner receives two points in total for the game, with the shootout loser receiving one point for the draw in 90 minutes).]

With our pre-season tournament fast approaching, we would remind any participating teams which have not yet done so, to email the UCFL Hon Sec Paraic Treanor (paraic.treanor@ucfl.ie) confirming their wish to enter the tournament. Please do this now!

In addition, we would like to remind all teams, especially new teams, of the standard procedures ahead of each match:

The home team must contact the opposition and referee to ensure all is in order, give directions, check colours and any other items which may be relevant. Contact details can be found at the following links:

With the end of the standard season on May 31 approaching, thoughts are now turning towards next season 2021/22. While the LFA have not yet confirmed their position regarding a possible extension of 2020/21 beyond May31, the UCFL are proceeding on the basis that 2020/21 will be abandoned.

Therefore, we are now asking all teams to begin preparations for next season 2021/22 immediately, beginning with team registration, before making arrangements to ensure their players can be registered once player registration for 2021/22 opens on June 1.

Registration of each team should be completed via the online team registration form available on this website at the following link:

UCFL online registration

Note that clubs with more than one team should, as usual, submit a separate application for each team.

Finally, please note that the registration form is also available in excel and pdf formats, though the online option is our preferred method.

Covid-19 Compliance Officer Workshops

With training for under 18 teams set to resume from April 26 and in anticipation that a similar date for adult teams will be announced in the near future, the Leinster FA are organising a series of webinars to outline and remind clubs of the procedures that will be required for training to proceed.

All UCFL clubs are encouraged to attend one of the webinars – we note that the webinars appropriate to most of our clubs are on Monday (North Dublin) and Wednesday (South Dublin), though we would expect that rigid adherence to a club’s precise geographical location will not be enforced!

After registering to attend, clubs are also being asked to inform the UCFL that they have done so by emailing the Hon Sec Paraic Treanor (paraic.treanor@ucfl.ie or John Fraser (john.fraser@ucfl.ie)

Update from Executive Committee

With the severe Covid-19 restrictions still in place, the UCFL continues to monitor the situation and consider different courses of action at a high level.

At the present time, the prospect of running a full season for 2020/21 is receding. However, the UCFL does not intend to completely abandon 2020/21 and go straight to 2021/22 unless matches are prohibited until, say, well into June. We are obviously still hoping that restrictions will be lifted sooner than this and, after such a long period of inactivity, we do not envisage then leaving a further significant period to pass without games. When deciding on a programme of matches in that scenario, we will be conscious of a number of factors, including having an appropriate period for preparation (training), the everyday pressures on players including family holidays etc and, importantly, the necessity to obtain permission for a season extension beyond May 31.

However, until more definite information emerges regarding a likely date for resumption of matches, we cannot plan an appropriate format in any detail. Nonetheless, ideas such as seeding of the Cup (with byes for higher division teams) and/or running Leagues based on one round of games etc. are among a number of ideas being considered.

When more information on easing of restrictions does emerge, we also intend to contact our clubs individually again before making definite decisions on how to proceed.

You may wish to note that the FAI President, Gerry McEnaney, has issued a message to all those involved in football after 12 months of Covid-19 restrictions. The message can be viewed here.

Registrations & Transfer Update - Extension of Deadline

With the 2020/21 season suspended since mid-September and flexibility in timing required in order to ensure competitions can be played, the FAI have moved to address some of the issues that will arise from fixed transfer windows and registration dates.

The main change sees the closing date of the usual Dec-Jan transfer window deferred from Jan 31 until March 20. The final date for registration of new players remains March 31, for now at least.

The details are contained in a document which can be viewed by clicking on the following link:

We would stress that the new dates are under ongoing review and are quite likely to change depending on the course of the Covid-19 pandemic. A covering letter from FAI Chairman, Roy Barrett, was also issued with this information and can be viewed at this link:

Update – all football activity to cease until Jan 31

All UCFL teams will undoubtedly be aware that collective team training must cease with immediate effect following the Government’s decision to re-impose most of the Level 5 restrictions which had been in place prior to the beginning of December. The FAI has today issued an update to ensure that all affiliates are aware of the latest situation. The most important point is that all (collective) football activity must cease until Jan 31 at least. The FAI update can be viewed at the following link:

Obviously, with the disappointing trends in the Covid-19 case numbers which have emerged over the course of December, a date for the resumption of competitive matches can only be guessed at for now. Nonetheless, clubs are encouraged to keep their teams and players focussed on an eventual resumption to the extent that this is possible, while complying with the FAI guidelines in full.

The UCFL Executive Committee will meet again next week to discuss any issues that may need to be addressed, though it is not expected to be a lengthy meeting!

2021/22 pre-season tournament - opening fixtures
01/06/2021: Team registration emphasised ahead of tournament kick-off

Clubs are reminded that team applications for membership of the UCFL should be submitted as soon as possible. This is particularly important for teams intending to participate in the pre-season tournament, which is due to kick-off next week.

In relation to the tournament itself, the groups and draft fixtures list were circulated to all clubs over the weekend. Fixtures will begin in 8 days time, on Wednesday, June and it is hoped to complete the group stages by July 28, leaving just a few play-off games between the various group/ section winners to take place after that.
